Township Attorney Duane Davison said that Katz's leave is a "personnel matter" and did not comment further.

Katz was hired in September 2011 by the township after an extensive search for an administrator. His experience with redevelopment projects in Galloway Township, California and Oklahoma was valued by Holmdel officials who want to see the vacated 473-acre Alcatel-Lucent property developed into a significant tax ratable.

Katz's $115,000 annual contract ends on December 13, 2013. His full benefits package includes 15 vacation days, 12 sick days and 3 personal days, with no payouts or carryovers.

The mayor and township attorney said they had no knowledge of how long Katz would be out on leave.
