The War Power and American Foreign Policy: Vietnam to the War on Terrorism

Dr. Phillip J. Briggs to lecture. The decision to go to war has remained of great importance in the making of US foreign policy. During the Vietnam War Era, this decision became especially conflict-ridden between the President and Congress, prompting Congress to pass the War Powers Resolution in an effort to curtail Presidential power. However, new commitments of the armed forces to combat kept this issue in the forefront and the terror attack of 9/11 brought war itself to American shores. This talk will illuminate these developments. 

Dr. Briggs is a Distinguished Professor Emeritus at East Stroudsburg University of Pennsylvania. He is also the former Executive Director of the Research Committee on Armed Forces and Society at the International Political Science Association.
