BRSA Wind Turbine Contractor Explains Finalized Route Through Matawan

Three components expected to travel along Route 79 through Matawan

 

A project manager from Conti Enterprises, the company contracted by the Bayshore Regional Sewerage Authority (BRSA) to build a wind turbine in Union Beach to offset its energy costs, shed light on the finalized route from Newark to Union Beach at the Matawan Borough Council meeting Monday night.

Eric Millard explained that the majority of the components will travel down Route 35, onto Route 36 and into Union Beach. However, due to low train bridges over the highway, now part of the Henry Hudson Trail, three components that make up the tower of the wind turbine will have to travel down County Road Rt. 79 through Marlboro and Matawan. 

For Matawan, this means the three components will travel along Freneau Avenue to Main Street, at which point they will cross Route 34. From there, they will continue along Main Street to Lower Main Street, across the train tracks and toward Route 35.

Conti is required by Monmouth County to obtain permission from each municipality the turbine components will travel through. According to Millard, they have not yet received permission from Matawan and Marlboro.

Millard estimates that each component weighs between 30 and 60 tons, resulting in an oversized load traveling through the borough that weighs about 75 tons with the truck included.

Matawan Mayor Paul Buccellato said the borough is worried that the weight of the trucks and the components could damage bridges and sewer and water pipes running under the roads. The borough council passed a resolution on Oct. 18 requesting that Monmouth County do a study to evaluate the potential impact to borough infrastructure. According to Buccellato, the borough has not received any information regarding the potential impact.

"Matawan is a historic municipality. It dates back 360 years. I'm not saying the roads are that old, but they're pretty close to it," Buccellato said.

Conti Enterprises is required by Monmouth County to have a third party engineer evaluate the route, Millard said. Part of the route in Matawan has been evaluated and passed, according to Millard.

"I know these pieces are heavy. They are spread over several axles and so when you break it down per axle it's not any heavier than a loaded concrete truck," Millard said. "When you look at it that way it's not going to do as much damage as one 60 ton axle on the road."

While traveling, the trucks must have four Monmouth County Sheriffs escorting it in addition to support from local police departments, according to Millard. The trucks will travel between 10 and 20 MPH, and slower around turns. According to an official email from Millard that was received by the borough on Oct. 6, it will take about ten minutes for the trucks to pass through.

Millard's visit to the borough comes less than a week after the BRSA approved an additional $268,000 in available funds for unforeseen expenses related to the wind turbine for Conti Enterprise.

The Matawan Borough Council passed a resolution at their Sept. 20 meeting opposing the construction of the wind turbine. According to the resolution, which was passed 7-0, Matawan Borough, "shares the concerns expressed by the residents and governing body particularly in light of what appears to be at best a limited effort by BRSA to reach out to residents of the Bayshore and a lack of transparency in this matter."

The BRSA is a government agency that handles the raw sewage of Union Beach, Holmdel, Keyport, Hazlet, Keansburg, Matawan, Aberdeen and parts of Marlboro, by transporting, treating and disposing it.

The BSRA is not to be trusted. They have misled the public before on their wind turbine. Just look at their artists' mockup of their wind turbine compared to what one really looks like at www.noturbine.com/links.htm. The attempt at deception is amazing. Also, Conti has it on their website that the turbine is already up and running: http://www.conticorp.com/project/wind_turbine_generator. That's an out-and-out lie. I have to wonder if that was done in order for Conti and the BSRA to finally get their Stimulus funds before time ran out. An investigative reporter should look into that.

This is insane . Does Conti or anyone else have to post a Bond in case they do damage the roads,pipes,etc? You can't trust some guy showing saying "Don't worry it's just like a cament truck". Do cement trucks travel at 10-20MPH? No so they are not like cement trucks. The roads were not meant to have loads like this on them. Maybe BRSA should post a $1,000,000 cash bond to make sure the Towns have the money to repair any damage they do. They probably would do it as it's not their money but the ratepayers so they couldn't care less. Just like giving Conti an extra $268,000 of the ratepayers money. How do these guys get away with this?

The BSRA and Conti are desperate to truck their turbine into Union Beach before the outcome of the appeals case is known, which may not be until the spring. They are scared because they know they may very well lose the case. If they succeed in delivering the turbine, they will beg the courts not to order them to remove it as it would be a financial hardship. They don't give a hoot about the hardship that the towns will incur from the trucking in and then possibly trucking out. They also have no concern for the people of the Union Beach area who will suffer lower property values, noise, serious health issues and the loss of their view shed. At 1,080 feet from the start of a densely populated neighborhood, this turbine would be irresponsibly sited way to close. There's a lot of recent evidence that proves this. In fact, a new study confirms the adverse health effects of infrasound and low frequency sound in Falmouth, MA. At the time of the study, Falmouth had a single industrial wind turbine at their wastewater treatment plant...sound familiar? They had to have bond with Union Beach, not sure about the rest of the towns. Any truck regardless of their axle weight, even if distributed properly, which for more then 44,000 lbs requires a Tri Axle chassis, can do damage to roads and anything that lies under if the infrastures cannot handle it. With this sort of weight and the timing of the trip they are presenting is way out of line.

Why must five other Monmouth towns put themselves at risk so that the sewage plant in Union Beach can have it's monstrous toy? There's nothing in it for them. Even if the claims of lowering sewage bills are true, when you spread the amount over about 22,000 customers it amounts to about $8 per customer per year. And the claims will never come true. There are manhole covers in the streets all along the roads through Marlborough and Matawan, which means the roads in those areas are not solid. Also, there are sections of those roads already suffering from cracking and the like. This is a really, really stupid idea!

It may only have the same axle weight as a cement truck, but the last time I looked cement trucks only had 2 axles together, these trucks have 5. No matter how you slice it or try to hide it that is 2 1/2 times the weight of a cement truck concentrated in a small area. Sorry guys it is too late to tell everyone not to look behind the curtain. Distraction and weak manipulations only work for parlor tricks. Peoples health and well being are at stake here. The towns should take advantage of shared services and sue Conti for not revealing the true health impact of this "used car" they are selling to a few folks who lack the common sense to be loyal to their communities.

This business of Conti claiming they have already built the machine is puzzling. Trying to get money (public funds) under a false premise seems to be the only answer. BRSA bum-rushed the NJ DEP into giving them (BRSA) a permit to build the generator even though they hadn't secured all the permissions and done all the studies that would be necessary (e.g., road permits, extra land needed for blade swing, adequate wildlife studies, etc.) With all the information that has been researched and passed on to BRSA about loss in property values, effects of low frequency noise on peoples' health, the very questionable "greenness" of wind generation, for example, BRSA should admit their original decision was a mistake and they should just scrap the project. It is the best thing to do for the people of Union Beach and all the other BRSA customers.

In Falmouth they are beginning to realize going from 5.5 to an 11 million dollar loss. Union Beach is at about 3 million that they are telling us about. Kill the project, sue the contractor for trying to sell a hazardous piece of equipment and keep the loss to a minimum. The losses that Falmouth Mass is beginning to experience do not take into account the future lawsuits they will probably face for not not doing their due diligence on the health effects. Anyone who has ever attended a BRSA meeting knows beyond a shadow of a doubt, these people care nothing about our health and well being and only looked for answers they liked. They were never objective in their approach, just gimme, gimme, gimme like a spoiled kid in a shopping cart.
We need some major overhauls in the Authority System, I think those changes should start at the BRSA, a shining example of what not to do to an unsuspecting public.

As "GODZILLA" destroyed Japan, he has reappeared in the form of an Industrial Wind Turbine in the name of "WINDZILLA" to wreck the streets and infrastructure of Mommouth County as he makes his journey from Asia to America . He is expecting you to pay for the privilege of experiencing ruined streets and his passages fare. "WINDZILLA" after destroying and or displacing all things in his path plans to reside permanently besides the Raritan Bay in Union Beach NJ at the headquarters of the evil organization BrSa who plotted his resurrection from the sea for their crony capitalist purposes aided by the disgraced Ex NJ Gov. Corzine, the EPA, P. Obama, Conti Construction and GE. Once he is permanently situated "WINDZILLA" plans to emit sounds which will disrupt the sleep patterns of surrounding residents, cause headaches due to strobe like flashing light effects, hurl ice chunks at unsuspecting innocent victims and possibly eventually exploding into propelling hunks of fire and metal raining havoc on all who dare to encroach upon his territory or live nearby. As an added benefit to "WINDZILLA" all nearby residents will be required to pay a fee in form of lowered home values to help make "WINDZILLA" feel at home and welcome!

Not sure what to say anymore but it kills me that 5 towns and 1 board of Monmouth county freeholders oppose this monster and it does not matter one bit! The BSRA carries on as usual with no regards to the local goverment. Please someone tell me why we go and vote ? Why do these good hardworking local mayor's and councilmen even try they do not have enough power to control a $H!T plant. This Stinks like fraud!!

This article and the links provided in Milton R’s previous comments reveal a so-called professional contractor who failed to give proper notification until after turbine opponents had informed the county and towns of the risks involved and various resolutions were adopted regarding the BRSA Project. With the false information posted on the contractor’s own website; why would any reasonable person believe anything he says?

Members of the public should really check it all out for themselves by researching the facts and worldwide data on the risks posed by Industrial Wind Turbines. Then, follow the shadowy trail of the ARRA funding, as it proceeded through political maneuvers and reckless enabling legislation, waivers, and approvals by Federal and State Agencies that have never required proof or guarantees for benefits promised by proponents of the BRSA IWT.

Next, consider the apparently disparate actions and class-biased behavior of Governor Christie and most, not all, of our Senators, Assemblypersons, and Congressmen who have failed to vet BRSA claims about their 38-story Windzilla turbine in working-class Union Beach or to bring this IWT issue to the Senate and Assembly floors to evaluate testimony from independent, non-industry experts, yet; simultaneously, in a matter of months, for the very same reasons residents oppose the BRSA Project, politicians conversely scrapped a similar IWT Project planned for Sea Girt with Christie personally calling the Mayors of the more affluent towns of Sea Girt and Manasquan to report the good news http://www.wind-watch.org/news/2011/04/21/sea-girt-wind-turbine-plan-scrapped/

Finally, review the unbalanced reporting history of the media i.e. the Asbury Park Press, News12, NJ.com, and, yes, the PATCH, to name a few, all of which have acted at break-neck speed either to report the IWT proponents’ spin on the Project, or to censor reporting of opposing voices, so that the public is being misled into believing there is no use to continue fighting Windzilla.

Now; you have the contractors doing their part.

One really doesn’t have to be a rocket scientist to see something is wrong about the ways and means that have unleashed “Windzilla” on the people of the Bayshore; you just have to be a caring neighbor and concerned tax/rate-payer to draw the right conclusion.

It may be hard to believe, but it’s true; that the Conti Group has publicly posted false statements on its own website claiming that it has already completed the delivery and erection of the BRSA turbine http://www.conticorp.com/project/wind_turbine_generator.

Now, he very belatedly appears before the Matawan Council in an attempt to persuade them that he is all fuzzy and warm and trustworthy. Perhaps “Godzilla Tries to Pet a Kitten” http://youtu.be/6pCXvsNnlLk would have been a more realistic story and headline to this article. Bayshore towns; BEWARE!

I can't seem to find the complete route the BRSA plans too take, only the route that goes through Matawan. Does anyone know where we can see the rest of the plan?
